James was born in Coffeyville, KS to Elzy Lee and Emma Odesa (Martin) Neel. James served his country proudly in the US Navy. He owned Neel Plumbing for over 60 years serving his community proudly. He is survived by his wife, Betty Sue; daughters, Ginger Tucker and Janet Prince; 2 sons, Max and Stanley. He has 5 grandchildren and 4 great grandchildren. Services will be at 10:00 AM, Monday, December 28, 2020 in the Resurrection Cemetery Chapel with viewing prior to the service starting at 9 AM.
